I may have missed something, but am surprised that no one has  
mentioned this indigenous and organic initiative.

In short, we are looking to bring this Brazilian experiment forward  
by making it more globally applied and providing it with a NGO host  
that will survive inevitable future changes to the Brazilian  
government.
